Annex 17 defines an unruly passenger as, “A passenger who fails to respect the rules of conduct at an airport or on board an aircraft or to follow the instructions of the airport staff or crew members and thereby disturbs the good order and discipline at an airport or on board the aircraft.” If you ignore safety guidelines and act aggressively toward airline staff and crew, you could earn the label of an “unruly passenger.”

- Sexual harassment
- Other disruptive actions like screaming or kicking seats
So, if you think you can get away with any of these actions, think again. Airlines are cracking down hard on this kind of behavior. Please also take note of the second and third bullet point.
Why People Act Out and the Consequences
There are many reasons why someone might become an unruly passenger. It could be intoxication, drug use, mental health issues, or even just plain frustration from travel delays. But no matter the reason, the consequences are severe.
The ICAO has defined different levels of threats, ranging from disruptive verbal behavior to life-threatening actions. Depending on the severity, you could be facing anything from fines to imprisonment. And let’s not forget, the pilot has the authority to take necessary actions against you, which are protected by law.
Company Policies and Prevention Measures
Airlines are not taking this lightly. They have robust policies in place to deal with unruly passengers, and these are endorsed by senior management. Staff are trained to identify and report problematic behavior at all stages of your journey, from check-in to landing. Some airlines even have a “Zero Tolerance” policy against disruptive behavior.
If you’re flagged as a potential problem, you might not even be allowed to board the plane. And if you act out during the flight, rest assured that the crew is trained to handle the situation, which could include restraining you for the duration of the flight.
