The Impact of Sanctions on Russia’s Commercial Aviation Industry

In the wake of Russia’s invasion of Ukraine in February 2022, the aviation industry has not been immune to the far-reaching consequences of international sanctions. Russia’s commercial aviation sector has faced significant challenges, including the seizure of aircraft, restrictions on operations, and limitations on access to spare parts and maintenance.

One of the most immediate impacts of sanctions was the seizure of 76 commercial aircraft that were temporarily outside of Russia at the time sanctions were imposed. These aircraft, which were undergoing maintenance or fulfilling commercial services abroad, were unable to return to Russia and remain grounded in various countries.

The loss of these aircraft, along with the restrictions imposed by Boeing and Airbus on servicing Russian operators, has severely hampered the ability of Russian airlines to operate international flights. As of November 2023, Russian airlines are only able to fly to 11 countries that have offered guarantees against potential seizures.

The Access to Spare Parts

In addition to the challenges posed by the seizure of aircraft and restrictions on international operations, the Russian commercial aviation industry has also been impacted by the inability to access spare parts and maintenance. Western companies have been prohibited from supplying spare parts and maintenance services to Russia, which has created a shortage of essential components and expertise.

To address this issue, the Russian government has been seeking alternative sources of spare parts and maintenance. However, these efforts have been hampered by the complexity of modern aircraft and the limited availability of qualified technicians.

Despite the challenges, the Russian commercial aviation industry has resorted to unfavorable decisions and moves. Over 800 aircraft have been re-registered in Russia since 2022, and the country is working to develop its own domestic maintenance capabilities.

The future of Russia’s commercial aviation industry remains uncertain, and the full impact of sanctions is still unfolding.
