Airbus is poised to play a vital role in the expansion of the Armed Forces of the Philippines (AFP) under the “Horizon 3” military modernization program. Speaking ahead of the Asian Defense and Security Exhibition (ADAS) 2024 in Manila, Airbus Chief Representative for the Philippines, Jussi Hoikka, emphasized the company’s commitment to the country’s evolving defense needs. Airbus has collaborated extensively with the Philippine Air Force (PAF), a relationship that has been crucial in enhancing the nation’s security.
Since 2014, the PAF has been operating seven Airbus C295 aircraft, which have become essential in both military and humanitarian missions. These new-generation tactical transport aircraft are highly versatile, capable of carrying up to nine tonnes of payload or 71 troops at a maximum cruise speed of 260 knots. The C295 plays a critical role in the AFP’s operations, enabling it to carry out missions across the archipelago with efficiency and reliability.
Under the Horizon 3 program, the Philippines aims to strengthen its defense by acquiring additional maritime assets, aircraft, and radar systems. Airbus is offering the country advanced technologies and aircraft to meet these growing security needs.
Advanced Platforms for Maritime Defense and Air Support
Airbus is introducing two key platforms to support the AFP’s modernization: the C295 Maritime Patrol Aircraft (MPA) and Maritime Surveillance Aircraft (MSA). Both models offer advanced capabilities in surveillance, reconnaissance, and strike missions, which are essential for safeguarding the Philippines’ territorial waters.
Additionally, Airbus is offering the A330 Multi-Role Tanker Transport (MRTT) to support the future multirole fighter fleet of the PAF. The A330 MRTT’s capacity to carry 111 tonnes of fuel, the highest of any tanker in production, allows it to offload large amounts of fuel during missions, enabling the PAF to operate more efficiently with fewer aircraft.
Airbus is also promoting the A400M, a highly versatile aircraft that can perform heavy cargo transport, resupply missions, and humanitarian operations. The A400M’s ability to carry oversized cargo to remote locations makes it an invaluable asset for the Philippines, particularly in its role in global humanitarian efforts.
C4ISR Solutions and Cutting-Edge Technologies
In addition to its aircraft offerings, Airbus is showcasing a range of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) solutions. These include the Fortion SuRVIn Suite for air and maritime surveillance and the Fortion SAMOC for integrating ground-based air defense assets into a unified command system. These systems enable the AFP to manage airspace more effectively and integrate intelligence from various sources.
Airbus is also highlighting its FlexRotor Unmanned Aerial System (UAS), designed for intelligence, surveillance, and reconnaissance missions in both land and maritime environments. The FlexRotor has already proven its effectiveness with over 3,700 combat flight hours, making it an ideal fit for the Philippine Navy and Coast Guard.
Moreover, Airbus is offering the H225M helicopter to meet the PAF’s search and rescue (SAR) and heavy-lift transport needs. The H225M combines long-range capabilities with proven reliability, enhancing the PAF’s ability to respond to critical missions.

As the Philippines advances under Horizon 3, Airbus remains committed to supporting the AFP with proven and reliable solutions. Hoikka emphasized Airbus’ role in strengthening the country’s defense capabilities. “Airbus stands ready to support the AFP with proven solutions, from the C295 and A400M, to advanced C4ISR systems,” he said. “Our expanding partnership reflects our commitment to enhancing the AFP’s mission readiness and ensuring the security of the nation.”
